According to results from the annual HIMSS Leadership Survey organizations have struggled with implementing an operational computer-based patient record. While many respond that they have projects underway, numerous apparent obstacles seem to have impeded the progress of IT organizations. Leading among these is the persistent challenge of quantifying return on investment (ROI). Demonstrating a reasonable ROI and getting access to the financial means to implement a system continue to slow progress. Vendors' inability to deliver and difficulty gaining user acceptance have been historical factors as well.
